PLB Day Update

For months management threatened folks that if they didn't use their PLB days by June 30, they would be gone.  We told our members that our MOA says that you can carry them indefinitely and not to use them unless they wanted to. 
Yesterday the Civil Service Commission said you have to use them by December 31, 2012.
So, we're saying it again.  Our MOA says that you can carry them indefinitely.  We are standing by that.  Don't use them unless you want to.
